A points-tested regional visa, with a state or eligible family.
491 is a five-year provisional regional visa. Nomination is by a state or territory, or in some cases eligible family in a designated area. After grant you have to live, work and usually study in a designated regional area. It can lead to permanent 191 later. That later visa is a separate application, with its own tests.

How it works
What you do before anyone grants a visa
Occupation, a skills assessment, and an honest points claim come first. The subclass number is how the Department labels the visa.

Most 491 grants come through a state’s regional program, with its own occupation list and extra rules.
“Regional” is defined in the migration law, not by how a town feels. A state’s 491 list is not the same as its 190 list. Conditions after grant are stricter than 190.

In some cases a family member who already lives in a designated area can support a 491.
This is a different test from state nomination. Relationship, residence and the area all have to fit. It is not a shortcut around the occupation or the skills assessment.

Nomination or family support lets a 491 invitation issue. You then lodge the visa.
491 is provisional. You get five years, with conditions about living and working in a designated regional area. Breaking those conditions is how people lose the later permanent visa.

Permanent 191 later — a separate visa
191 is the usual permanent step after 491, if you meet the later residence and taxable-income rules.
Do not treat 491 as if 191 were automatic. The years of regional residence, the work, and the income test are checked later. We will say whether that later visa is a realistic plan, not a slogan.

- 491 is not 190. Mixing the two in your head is how people pick the wrong state form.
- Designated regional area is a legal list. A suburb that feels outer-metropolitan may not count — or it may.
- Family-sponsored 491 is not a way around a weak occupation or a weak skills assessment.
- 191 is later, separate, and not guaranteed. Plan the five years as if they matter.
