A points-tested skilled visa that needs a state’s nomination.
190 is permanent residence, but a state or territory has to nominate you first. Each state runs its own occupation list, process and extra rules. Nomination is not a visa. After grant you are usually expected to live and work in that state. The Department still decides the visa.

How it works
What you do before anyone grants a visa
Occupation, a skills assessment, and an honest points claim come first. The subclass number is how the Department labels the visa.

The occupation has to be open for 190 in that state, in this program year, with your circumstances.
States open, close and cap occupations through the year. A forum post or an old invitation round is not a current list. Some states want you to already live, study or work there. Some want a job offer.

Many states do not take a nomination until they invite you from a registration of interest.
An ROI is not an EOI and not a visa. Missing a state’s form, or using the wrong stream, is how people wait a year for nothing. The state then nominates you — or it does not.

Nomination is what lets a 190 invitation issue. You still lodge a visa application after that.
The Department checks health, character, the skills assessment and the points, including the points from nomination. If the state’s conditions were not true, the visa can still be refused.

Live in the nominating state after grant
190 is permanent, with a usual expectation that you live and work in the state that nominated you.
That commitment is part of why the state nominated you. Treat it as real. Moving immediately for convenience is how people get into trouble later, including on citizenship.

Things that go wrong
- A state’s occupation list is not the Department’s skilled list. Both have to fit.
- Nomination can add points. It does not skip health, character or the skills assessment.
- Using a friend’s successful 190 as your plan fails when the occupation, the state, or the year is different.
- 190 is not 491. 491 is regional and provisional. Do not mix the conditions.
